Leigh-Ann Mulcahy to lead Guernsey Panel of Senior Decision Makers

Leigh-Ann Mulcahy_GFSC_dec20The Guernsey Financial Services Commission has appointed Leigh-Ann Mulcahy as the new President of its Panel of Senior Decision Makers. 

Leigh-Ann will take over from Michael Blair, who steps down at the end of this year having held the role for the past six years. 

The Panel of Decision Makers, formed in 2014, hears cases involving findings of serious regulatory shortcomings against a licensee and/or individual directors and where the findings are contested.

An Advocate, part-time High Court Judge, commercial arbitrator and mediator, Leigh-Ann currently practises at Fountain Court Chambers in London.

She was called to the Bar of England & Wales in 1993 and the Bar of the Republic of Ireland in 1998, and was appointed a QC in 2009. Her practice spans commercial, regulatory and public law.

She has acted for governments throughout her career, serving as First Counsel to the Welsh government from 2013 to 2016, and as Treasury Counsel (A Panel) for the UK government.

Leigh-Ann has been a Deputy High Court Judge since 2016 and Senior Decision Maker for the Guernsey Financial Services Commission since the Panel's inception.

She also sits as a commercial arbitrator in international and domestic arbitrations and is a CEDR-accredited mediator.
