GFSC appoints new 'Senior Decision Maker'

Terence MowschensonThe Guernsey Financial Services Commission (GFSC) has appointed Terence Mowschenson QC to its panel of ‘Senior Decision Makers’.

Mowschenson has extensive experience in business and commercial matters and a substantial part of his practice involves giving advice in relation to commercial, company and banking matters. He is a part-time judge of the UK Upper Tribunal and a Deputy High Court Judge (Chancery and Administrative Court).

The panel of Senior Decision Makers was established last year and, with the addition of Mowschenson, now comprises eight leading Queen’s Counsel.

Senior Decision Makers are required to sit and hear cases involving serious findings against a licensee and/or individual Directors where those findings are contested by the licensee. Where a case is proven, the Senior Decision Maker will determine what penalties should be imposed, including the level of fine to be paid, any period of prohibition from practising in the industry, and the contents of any public statement that is to be issued by the Commission.
